The Small Draynor Jail is bad because everyone can see you on the map. You want to try to be hiding somewhere upstairs.
I dunno what our base should be but I think we should set up multiple bases. Here are a few we should have:
1. 3rd floor (Roof) of Port Sarim Jail
2. Shantay Pass (prefect because there's a secret way to teleport from Shantay Pass to the Port Sarim Jail. Tell Shantay that you're an outlaw and when he sends you to his cage refuse to pay the fine and he'll send you to the Port Sarim Jail.
3. Cooking Guild (Also a Safe Zone) (You can be cheap ad keep eating chocolate until you heal lol)
4. Upstairs in some building in Varrock
5. 3rd Floor of Fally Party Room
6. Hill Giant Spot North of Varrock Wilderness
7. Black Knight's castle by the f2p mountain (perfect for an ambush on Edgeville)
8. Dark Knights castle in lvl 14 wild
9. Wildy Lobby Fishing Spot
10. Wildy Church
11. Wildy Greater Demons
12. Karamja
13. Draynor Manor

I like the idea of having a base at the shantay pass and the jail. That will work out nicely. Also the cooking guild is a good idea. But maybe we should limit it to around 5 bases? Otherwise we'll all got broke from using all the runes

We wouldn't use all these bases at one time. I mean, if we're pking in Varrock, we're no going to go the the Greater Demons lol. You only go to the bases near you. Even if you switch pking spots, stick with the clan and don't tele.

Hmm, point taken. But i still don't think that we really need 17 bases to use. Anyways just a thought.
